Personality: 
Calm, collected and always in control, it may seem like Thrawn is ice cold and does not have emotions. But not reacting to those emotions is not the same as not experiencing them.

Thrawn works to perfect 'the art of war' as he called it. He gained a reputation for being a brilliant tactician. Often finding an opponent's weakness before the battle had started or as in the case of the grysk, he would use cultural bias in his own favor. For his own battles, he would study the art a given culture would produce in order to gain an understanding of them. He believed one must understand an opponent in every aspect, including their history and philosophy. And from this, he was able to anticipate their battle tactics. The cool, collected demeanor also hid his ruthlessness, and his willingness to do whatever it took to achieve victory. Though with that he was always polite with everyone, even with those he thought of as 'opponents'. Those he thought of as 'enemies' he tended to respect, even admire.

He is not Force-sensitive though he does work for the Empire. Unlike other leading figures in the Empire, he does not do evil for evil's sake. He once refers to Wookie slaves as "Imperial resources" but then refers to civilians under an energy shield as being "Imperial resources" too. Rather than evil he is at worst amoral. Throughout his career, he never gave much thought to how likely it was that he was damaging the egos of those Imperial officers around him, even though he had been made aware of some of the reasons for it. It's only his unbroken line of victories that continues to please the Emporer and thus has given him power.

As Thrawn has advanced in rank, his perspective has changed. From thinking of only a handful of people to battleship crews to then thinking of entire planets. At times he seemed heartless because he seemed to be able to kill a single person and feel nothing, when in fact he would often go out of his way to save as many lives as he could throughout his career. When there was a massacre on Batonn, he felt helpless and horrified as he watched from the bridge of the star destroyer he commanded even though he was given orders to neutralize the insurgency there. He is very much against the slaughter of non-combatants.

Abilities: Enhanced strength (the Rebels tv show made a point of showing him sparring with robots) enhanced hearing (he can hear the sub-audible sound of a hyperdrive starting at one point) enhanced eyesight (he can see in the infrared spectrum as well)

ABILITIES: Enhanced hearing (able to detect what is sub-audible for a human) enhanced strength (he regularly spars with robots) and enhanced eyesight (he can also see in the infrared spectrum)

IC PERMISSIONS
MENTAL: Vader says that Chiss minds are 'opaque' so it's safe to assume mental coercion or manipulation isn't possible.
MIMICRY: If you can make yourself physically look like him that's impressive enough on its own. He'd be fascinated with any imitation and would want to see how far it went
VIOLENCE: It would be highly unusual to goad him into a physical confrontation
MAGIC: They can, though I would imagine ice magic would have a highly diminished effect
